CLADHO supported by Norwegian People’s Aid (NPA) in partnership with the Ministry of Finance and Economic Planning has distributed the citizen’s guide to the national budget for the FY 2023/2024 to all the Sector Executive Secretaries in Kigali City. These local leaders will work closely with CLADHO to reach all citizens at village level through community scorecard spaces and other existing platforms.
During this event Murwanashyaka Evaliste programs manager of CLADHO emphasized the need to use the guides as a means of explaining to citizens how the national budget is formulated, enacted and executed and who is responsible at each stage. He encouraged the local leaders where possible to develop effective modes of dissemination to ensure that the budget information in the guide reaches everyone ‘ Evaliste.
He also appealed to the local leaders to use the guide to provide feedback to the citizens and and increase their participation in the budget cycle.
He thanked the government of Rwanda for being accountable to the people by making the national budget publicly available.
‘For ordinary people, this is the most important document because it is explicitly developed for the public, other documents may be filled with so many numbers and so much technical words that the ordinary people may not understand what they mean’ Evaliste.
He reiterated CLADHO’s continuous support in sensitizing citizens to play their role in national development.
