The Collectif des Ligues et Associations de Défense des Droits de l’Homme au Rwanda (CLADHO), in collaboration with ActionAid Rwanda and with the generous support of European Union Funds, is organizing a Youth Retreat focusing on the National and District Budget Framework Paper (BFP) Analysis for the fiscal year 2025/2026.
This strategic retreat brings together representatives from the National Youth Council and various youth-led organizations from across Rwanda. The primary goal is to equip young people with the tools and knowledge necessary to analyze budgets, enabling them to hold authorities accountable for how funds are allocated to activities related to youth development, employment, education, health, and entrepreneurship.
Through participatory sessions, workshops, and expert-led discussions, the retreat will:
- Deepen participants’ understanding of Rwanda’s budget formulation process at both national and district levels;
- Facilitate the review of budget allocations and priorities in the 2025/2026 BFP with a youth-focused lens;
- Enable youth leaders to generate evidence-based recommendations for inclusive and responsive budgeting;
- Prepare a collective advocacy strategy to engage Parliament, local government authorities, and other key decision-making institutions.
This initiative strengthens youth civic engagement and policy influence, ensuring that the voices of young people are heard and reflected in Rwanda’s national planning and budgetary processes. It is part of a broader commitment to inclusive governance, transparency, and accountability.
