As part of its ongoing efforts to promote equitable land governance in Rwanda, CLADHO organized a National Stakeholders’ Meeting in partnership with Never Again Rwanda, with support and funding from the Swiss Agency for Development and Cooperation (SDC). This collaboration reflects a shared commitment to promoting land justice, strengthening governance systems, and ensuring that land remains a source of stability and development for all Rwandans.
The purpose of the meeting was to reflect on pressing land issues identified through community-based land clinics and insights gathered from the 2019 National Land Policy Assessment.
The discussions highlighted several recurring challenges in land management, including:
- Delays in service delivery at the local level, particularly within land administration;
- Limited citizen consultation and participation in land-related decision-making processes;
- Inadequate staffing and capacity constraints at district-level One-Stop Centers.
Stakeholders present at the meeting included representatives from government institutions, civil society organizations, and development partners. They collectively emphasized the urgent need for responsible institutions to take action in addressing these issues and advancing reforms that foster transparent, inclusive, and sustainable land governance.
Notably, institutional representatives acknowledged the concerns raised and committed to taking concrete steps toward the implementation of outstanding policy recommendations. These include efforts to improve service efficiency, enhance citizen engagement, and strengthen local institutional capacities.
